The reform of the university-college two-level management mechanism is a core measure for universities to refine their internal governance structures and stimulate their institutional vitality. China has a long history of implementing this reform, and many universities have achieved remarkable results in optimizing this mechanism. Improving and innovating the internal management mechanism helps universities strive for first-class status and promotes their high-quality development. In this context, this paper begins with an analysis of the necessity and the meaning of reforming the two-level management mechanism in local universities, and proceeds to explore innovative strategies for its optimization.
